if 10% walked, that would mean that 250,000 troops leave

lol. we are not that big. We have a total of 1.44 million in the armed services together. They want to make the Air Force and Navy smaller that what it is today and this is a great way for them to get folks out of the service without paying them severance pay. The way it is today, they are giving a lot of money to folks who are being told to go home and they are getting money to leave. With this process, people will volunteer to leave and the military will not have to pay them. They are not stupid!

Is that number only active duty or does that include Reserves and National Guard?

Considering how much it costs to train the average military member, replacement costs would be VERY large.
