having some experience in this particular field, let me tell you what it means.....the money for the pay increase was already “assumed” in each agency’s budget request for salaries. This means that without a pay increase this money is freed up. Because you must spend all the money you receive (to avoid lapsing funds), this “extra” money is now available to hire additional employees.
Sorry to report, but that’s exactly what happens.
Congress hasn’t approved the federal budget for the upcoming fiscal year. A continuing resolution would freeze spending levels at the current year levels.
Makes sense, and is also more of the same. Disgusting.

And that’s why I think the new Congress’ first move should be to freeze Govt hiring - stop making this operation even larger than it is today. Ideally I’d like to see it rolled back to its size in, say 2008, by not replacing retirees when they leave the Govt.
