If they are going inside waistbands then the touching is under clothes...and I’m sorry but that is gross!
They are not going in and touching under underwear...just outside of clothes.
I saw something on FR last night about if you wear baggy pants (sweatpants) then they will feel inside of your pants
There was a video of a guy talking about it and how embarassed the TSA agent was for having to do it.
