Beagles have even better sniffers.
There is, and probably will be, an arms race where the dogs know nothing yet about the odor of the explosive du jour. While not perfect, however, beagles are used very commonly in customs to catch contraband.
I wonder if hogs could be trained to sniff bombs. I recall reading about hogs that could detect buried truffles.
There's going to be an arms race no matter what we use, dogs or scanners.
That's why overly relying on screening is foolish. The key is to catch the terrorists before they get to the airport. Scrutinizing passanger manifests, profiling, frequent updating of no-fly lists, etc. is the only thing that has a prayer of ever working.
