Agreed. I think Rahm was in Holder's face because of politically stupid things they were doing at Justice, like the AZ immigration law attacks and NPBP. I can't imagine that Rahm was in favor of “KSM takes Manhattan” either.
The other interesting tidbit: 0 always took Holder's side.

I don't think Rahm ever acted as “breaker” per se on O’s policies. Rahm was in it for Rahm. A total machiavellian character. When he left it was huge tell. He saw the train wreck coming.
