If that’s a jet contrail that pilot needs to be grounded for flying while intoxicated.
Looks like the coast was clear.
It looks like a jet contrail, but that’d have to be one hell of an optical illusion to make it appear at that angle. It would not be difficult, given the exact time this was spotted, to correlate it with high-altitude air traffic in the area and see if something was coming through.
Interestingly, the Los Angeles ARTCC (Air Route Traffic Control Center) did apparently have a Notice to Airmen closing a portion of offshore airspace. I can’t vouch for this, but it was posted on that San Francisco CBS link that’s in this thread:

That picture does, actually, look like a con trail. But it does not explain the big flying saucer hiding a part of the upper trail!
