“How to explain it in words”????
Okay, here are some choices:
“A foreign power launched off our coast and caught us with our pants down.”
OR
“One of our own subs lit one off accidentally.”
OR
“Some goofball built a rocket and launched it without FAA approval.”
OR
“Our nutso White House occupant was trying to send a message to someone.”
THERE...several words the military can use to explain it to us.
A foreign power launched off our coast and caught us with our pants down.
That is possible.

People say it takes nothing short of a major conspiracy on board.
Some goofball built a rocket and launched it without FAA approval.
Sure, he did that from his own missile-launching submarine; but for some extra fun he decided to launch not from his private Pacific island but right here. /s

Not likely at all. Pentagon would know all about it, and the notices would be sent to other countries ahead of time. Obama doesn’t need secrecy or excuses for a training or a test launch. Besides, the “message” that has been sent is not very good for the USA.
IMO there are only two plausible options. First, it was a legitimate but poorly planned test launch from a US submarine. Second, it was an act of war by some foreign power (probably not China or Russia - with their ICBMs they don’t need such cheap tricks.) Without knowing more, a miscommunication within the US Navy seems to be more likely.
