Absolutely NOT in international waters. If it was visible from LA, then it was well within the 200 miles off our shores we claim as out territory.
This was in our territorial waters.
“territorial waters” are 12 nautical miles from the coast. 200 miles is the “exclusive economic zone”, which is something different.
