How, exactly, can a president get around:
"All Bills for raising Revenue shall originate in the House of Representatives..."

ALL Bills for raising revenue seems pretty much all-inclusive to me. Without the house, the president has no money.

Exactly—the House of Representatives will pass the bills they choose to pass. Whether the Senate or White House choose to fall in line is their call.
What is there to negotiate?
