Election shenanigans in Beaver County PA

While browsing the election
for the PA district 4 house seat, something quite odd showed up. I began a facebook thread to document it. That thread is recreated here:

FB USER (ME) Something fishy in Beaver County, PA ALTMIRE, JASON (DEM) 1,858 100.0% ROTHFUS, KEITH (REP). 0. 0.0%

A little later: FB USER (ME) Thought so. Now it's back to 0% each.

A little later: FB USER (ME) Perhaps SEIE needed to train the voting machine techs a little better to at least count SOME of the Republicsn votes.

A little later: FB USER (ME) Woops! It's back to 100% to 0%.

A little later: DIFFERENT FB USER The people of Beaver County had some trouble pronouncing Rothfus

A little later: FB USER (ME) Okay, now back to 0% to 0%

I quit commenting when real-looking results showed up. It looks like they put the machines online to start uploading the results, but instead of displaying the real results, they were showing pre-loaded pre-voting results. They saw the results and took them back down, repeating this a time or two. A couple more machines or counties, and the race us tipped to the dem. Is there someone to report this to for further investigation?
