Yes, but that was a FEDERAL allowed amount; and the FEDERAL allowed amount of MJ is ZERO, so it could still be twisted to apply. EVERYTHING (Just ask Nancey!) is “Interstate Commerce”. Nyuk, nyuk, nyuk!
