NYC...is there any surprise there.
As one who has to suffer under the reign of Emperor Bloomie, no, there is not an ounce of suprise here. Is there no-one with standing who could sue to force the distribution of the ballots? If those with standing are only those troops who are overseas, then surely a derivative suit brought by a friend-of-the-plaintiff" should suffice.
