Yes, that's probably it, but why would he include the town where he lives in the dateline, as it has zero to do with the topic he's writing about? I'm very familiar with Arroyo Grande, and when I see the dateline, my first thought is that I want to read the article because it has news pertaining to the town.

Instead, it looks as if it's a kind of insider boast: "Hey, I live in this quaint little Central Coast town that you've probably never heard of because you're not nearly so hip as me." Of course, the minute he moved there he probably jumped on the no-growth bandwagon to keep other people from moving there and spoiling his little slice of paradise. I have no problem with no-growth types as long as they're willing to make it retroactive to a year or two before they moved there! ;^)
