As a ‘former’ president, I can see it, though I disagree, because he's been pretty active building houses and pushing his radical left wing agenda to destroy America. From that perspective, sure, he's been ‘superior’.
If you are even neutral toward the US, however, any measure of his presidency and post-presidency activities have CLEARLY hurt this country. The same UN-like policies (use taxes and policy to punish the successful and reward the unsuccessful) that he continues to push today, continue to be wrong headed and hurting the very people they claim to be trying to help. If you refuse to look back and fairly evaluate your performance, you can claim ‘superior’ ratings all day long.

I have much gratitude for President Carter. He was the one who inspired me at the age of 20 to vote for my first time. And the great man I voted for won the presidential election! And I voted to reelect him again in 1984 by an even bigger landslide. Sadly, 1984 was the last time my state (Oregon) was red.
