Rove is an official GOP fund raiser. In fact he raises tens of millions of dollars. So he wouldn’t be criticizing a Republican who won her primary unless: (1) the GOP Establishment approved it and (2) he is getting money from someone, probably Castle who he was working for.
So this seems to say that the GOP leadership hasn’t given up on Castle yet. (Which is why neither Castle nor the Delaware Republican Party has endorsed O’Donnell.) I think their plan is to wait for a full investigation of O’Donnell, and at the mean time trash her in the media. The hope is that the investigation digs up so much bad stuff that O’Donnell is pressured to withdraw, with Castle taking her place.

You have ignored a critical fact. The Delaware GOP picked her in 2008 to run against Biden. The GOP would now have to say they did not vet O’Donnell at all.

Well, two years have gone by since 2008. I don’t have the inside information, but there are public allegations that since then O’Donnell has broken some rules. Like they allege that she was illegally living off campaign contributions when she wasn’t running for office.
So a new investigation is needed.
