Anyway, the Ex-Im Bank is solely operated by the United States government. It is an independent agency of the federal government under the Export-Import Bank Act of 1945. The World Bank, though located in Washington, DC, is not an agency of the US government. Here is a link to the E-I Bank, which provided both Petrobras and Pemex with the goodies:
