Correct. I'm guessing she announces sometime in February or after. Not before. It would actually be wise for the new congress she'll help choose to have a real accomplishment under their belt before making a formal announcement.
Defunding ObamaCare would be a great start.

If she is running, this puts a new twist on her active stance in creating the new Congress. She may be getting all her ducks in a row, while Obama is wondering where he put his chess set
