Most likely, this will only embolden them more, now that the father is in trouble. They found out that the "law" was on their side.
This is not too different from the problem that we have in the Middle East. The only way to deal with bullies is to kick the stuffing out of them, not appease them.
Actually, if the school board would remove the scum from the bus and make the epic fail parents then have to arrange transport for their little punks might have been a road to solution.
