He has been reported as an “at will" employee which would mean that the employer doesn't need a reason to terminate him. We need someone who has legal knowledge of NJ employment law and NJ transit employment provisions to look at this situation.

Interesting, they can't really claim misconduct and an "at will" termination at the same time. Once you claim misconduct, you have to give the employee some chance to respond.
