Those were not Spetznaz; they were kids. I dealt with Spetznaz on a friendly basis while in the Army. There’s not a deputy in the country who could take one Spetznaz, let alone three of them.
Why were they at the power plant with tools and ski masks? Why was one carrying a silk scarf? Who knows? There is obviously more to the story. There obviously was no bomb, certainly not a tactical nuclear weapon, or these guys would not be released. In fact, we’d probably have never heard about it at all.
On the other hand, there has been a great deal of Russian activity lately.

So how do you know? Spetsnaz i used to know in the 80s did not differ from these.
