His grammar is faulty. Does he mean we talk about him like he is a dog or when talk about like a dog, which would mean we bark at him, and this would mean he is calling us all dogs.

I do believe he means we talk about him as if he were a dog, which is not true, I talk about him as if he were a communist, racist, a**hole POS and would never insult a dog by calling Bozo one.
