The race for North Carolina’s 11th district Congressional seat is a dead heat (45 percent–44 percent) between Democratic incumbent Heath Shuler and Republican candidate Jeff Miller as the unaffiliated vote looks to become the deciding factor according to a new SurveyUSA poll released by the Civitas Institute.

That Civitas poll is several weeks old unless you have a new one I don’t know about. Link?

If the incumbent is still around 45 percent a week before the Election, he’s toast. The undecideds will go for the challenger. That’s just a law of Political Physics.
