The unprepared don't last long in the corridors of real-world power, i.e., the Fortune 50, where policies have to be defended -- more often than not, to savvy critics -- and opponents need to be converted or defeated.
Which is doubtless why so many of the unprepared gravitate to the corridors of fantasy-world power, i.e., D.C., where they're all equally brain-dead and support for their policies is a built-in service of the national media, a.k.a. the Collectivist Propaganda Machine.

I believe she had a BA in Economics. Dabbled on Wall Street or some such.
She’s a New Yorker who transplanted herself upon California.

I don't know about “permit fees” for equipment but all business/manufacturing equipment is taxed in California. It is essentially a property tax. I believe the typical rate is around 1% per year. So if you have a million dollars in equipment of any sort you'll pay $10,000 a year for the privilege of “owning” it.

Well lets hope that voters are taking note of her evasiveness. That matters more than any rebuke he might make. Remember that the average CA voter has elected this lightweight a number of times. They are not that smart and will vote for whoever hands out (or promises to hand out) the goodies. They don't analyze the way you do and they don't even notice the evasions.
The media in an earlier day would call her on not answering the question asked. The media today breathe a sigh of relief when she doesn't answer the question asked. So it's totally up to the opponent to nail her when the media give her the free ride and if the media give the opponent a window to do so.

Did they let Boxer see the questions in advance? She answered that last question on the Dems being in control for 4 years awfully quickly. There is practically no doubt that they did. Once you have been in that office for 18 years there are personal connections between the senator's staff and the media that are baked into the system. As a left-wing media person, are you going to potentially torpedo the career of you left-wing Boxer-aide friend who lives a couple of blocks away in another $1.5M home in Noe Valley? No way.
