A friend of mine used to be a New York city police officer. He says if you have to shoot someone put the first round in the groin near the genitals. He says it will double them over and stop them from doing any more harm while they bleed to death rapidly from internal injuries. Of course a third eye will work wonders if you can place the bullet that accurately.
