It was only improper, not illegal.
It can’t really be a surprise that an organization which profits from the death and dismemberment of unborn children would also be dishonest.
I am certified for medical billing and can say that it is indeed illegal to falsify billing claims whether it is to Medicare/Medicaid or any other insurance company. A doctor and/or a clinic can lose their license and be fined.
