Religious freedom does not mean anyone can do anything and call it religious expression.

I'm free to pray wherever and whenever I want.  Praying is religious expression.

Yes, but you are not free to do animal sacrifice on the steps of a temple, for instance (at least I don’t think so). There are limits to religious expression.
