Simple solution.
A Constitutional amendment as follows:
The fourteenth article of amendment to the Constitution is hereby modified. Citizenship shall only be granted to those born on US soil whose mother is a citizen or permanent legal resident of the United States of America, or, is a legal temporary resident who is married to the father of this child, who is himself a Citizen of the United States.
Agreed, but I would use the term "clarified" in place of "modified".
