I'll go on record with the prediction that in three years we'll see a prop on the ballot promising to 'Save education without raising taxes!' that will extend (or make permenant) this 'temporary' 20% tax hike.
Prop 100 didn't magically make more money appear in consumer's pockets. It simply spread what was already there thinner. Consumers are now buying fewer goods and services than they could have without it. This means more money going to State sponsored social programs and less going to businesses that could otherwise be providing new jobs with it.
It isn't a bridge over 'troubled fiscal waters' - it's a tunnel leading straight down into its depths.
