So what do you believe "Big Maryland" is going to do with this data?

That is the $29 question. Given who controls this state, they will find a way. One possible use is billing people for travel through heavy traffic areas. There have already been proposals for that in Baltimore, but everyone thought that was crazy. Now here is a way to manage the billing.

I have now thought of a number of ways to use the database for espionage, to compromise operational security of any number of Govt. agencies. Since I am security for my company, I think I'll report this possibility tomorrow.

I do a lot of business in Dallas. They have a toll highway that runs parallel to a road with many stoplights. I gladly pay this “use” tax. It saves me time and money.

But if Maryland is going to simply charge people more with no benefit, that is just another tax.

Still don’t see a threat to my liberty.

I’d just move to Texas.
