Given the history of the open borders lobby and its race-based enablers, do you honestly think there would be any practical distinction between making them eligible for legalization and actually granting said legalization at some point?

The Cornyn Amendment is available on-line for all to review, even our glorious senators who are too busy to actually read what they are supposed to vote on. It is not far reaching at all. It basically only excludes those in categories 7 and 8.

The few of them who offered excuses as to why they would vote down such a sensible amendment offered such banal trivialities as "It was only a delaying tactic by the minority party to sidetrack important legislation." Doesn't that sound awfully similar to the excuses offered when they successfully ramrodded ObamaCare on us?

First let me apologize. I meant to say 'qualified' not "eligible". By not barring them they could be "eligible".

"It basically only excludes those in categories 7 and 8"

It appears to go well beyond that. In 2007 there were many more afraid of appearing not PC. Even McCain wouldn't vote that way today.

Without reading the text the amendment would have replaced it's hard to get a good hold on intentions.
