The distribution of good people and evil people is probably very similar from country to country - but who's “running the show” that's the difference.
In this country we have “a hitler” or a few hundred - he's working in some gas station because he keeps getting fired from good jobs... and we have “thomas Jefferson” - he's clerking in some library or bookstore...
At this point in our history we're keeping out the Stalin's and Hitler's and Thomas Jefferson's and the George Washington's. But it could tip if incentives for “who runs” isn't watched. Systems that propel monsters to the top have common incremental incentives... We're closer than I'm comfortable with with on some of those incentives...
