Imagine the following scenario.

• Take an unemployed family; say Mom, Dad, and 2 over-18 kids.
• Move them into public housing a "leaning conservative district."
• Register them to vote after residency has been established (30-60 days in many places)
• Rinse and repeat until the election
• Then early vote or absentee in each city or state where they have registered to vote. Perhaps 12 different votes per family member?
• Do this for 10,000 families.

This could be done for less than $10Million and could not be detected.
