You really have to lay blame where it belongs - Ronald Reagan. He blackmailed the states with federal funds, and trampled on states rights. Also, the National Minimum Drinking Age Act of 1984 is really what also set fire to the whole "nanny state" movement.
With the amnesty to the illegals, "21" was one of Reagan's biggest mistakes.
Lastly, South Dakato v. Dole was another slap to conservatives (or at least it should have been), delivered by none other than CJ Rehnquist AND Scalia. The only two dissenters were Brennan and O'Connor.
