What is more likely is that Chu arrived and asked BP(and subcontractors) to GUARANTEE that if they CLOSED THE GUSHER, that it would stay closed. That the sea floor wouldn’t deteriorate, and the well continue leaking around the outside of the casing.
The DATA they have gathered gives them NO ASSURANCE that things CANNOT GET WORSE, if the well is closed off and the pressure rises internally.
FACT IS, none of us knows at this point.
