No, it is not a joke. It was on the news yesterday. I was a tad surprised to hear that Anthony Weiner wasn’t having a Jewish wedding, now I find out who the bride is that explains that.
I’m not sure how Clinton is authorized to perform the ceremony though. I’ve never heard of another pres doing this, but it wouldn’t surprise me if the pres could do that, but not sure you’d retain that authority.
Maybe Bill is a member of some mail order church that makes you a rev.

A mixed religion marriage, so clergy is out. Democrats are involved, respect for the Rule of Law is out, so no judge either. It makes sense to have an impeached president who lost his law license perform this wedding.
If it were a Jewish wedding, she'd have to behead him on their way out of the synagogue.
