I was thinking that if anyone steps up with a serious answer to that question that person will have early dibs on 2012.

Arizona's SB-1070 has the answer right in the bill:

"The legislature declares that the intent of this act is to make attrition through enforcement the public policy of all state and local government agencies in Arizona."
