That is a good working definition of a modern civil war. Consider Beirut, or Bosnia. Very ugly, to be avoided at almost any cost.

Speaking of Venesuela, things there have deteriorated to the point of being nearly unlivable. A friend of mine is a missionary who lives half of the year there
1) Chavez recently stole most of the savings accounts of the citizens. He just went in and took the money.
2) They have computers, but most don’t work because there are no parts to fix them.
3) There is only electricity for half the day.
4) If you speak out against Chavez, your neighbors get paid to turn you in.
5) Poverty is the rule, not the exception
