Woah! Not so fast. The first change needs to be letting them put ammunition in their weapons. ;-) I'm not sure we'll go even that far.
My sources tell me that - given the current political situation in Washington - permitting our troops to "fart in the general direction" of the enemy is about the best we can hope for.
On the bright side, when struck by an IED, I'm hearing that angrily shaking one's fist will soon be permissible.
