Since when does the Senate have to “confirm” a military reassignment, or are they talking about needing their approval to give the new guy his fourth star? And it’s Marine Corps Commandant, not commander. Even as an E-1 and on up I worked mostly with flag officers (generals and admirals - both American and foreign) so this seems like an intentional thing to me, with McChrystal trying to hint around to us that Dear Leader is a naked emperor.

Give him a break, he's a Brit!
;^) Still, I believe that the Senate does confirm all officer appointments, even though it's a mainly rubber-stamp.

All three and four star assignments require senate confirmation, including retirement.
