Yes, there’s that. It’s part of the military - or the government - mindset, imo, to get bogged down in the minutiae of regulations at the expense of the bigger picture.

After watching Madelyn in the Young Marines (which is very good for her), I can see I would last about 12 picoseconds in any kind of military unit. Obedience is not in my makeup, nor is following instructions or conformity of any kind.
