Abstain: 1 (Lebanon)

“Brazil will vote no, Turkish foreign minister wanted Turkey to abstain but was overruled by [Turkish Prime Minister Recep Tayyip] Erdogan who wants a no vote. If this is correct, Lebanon will also vote no.”

If Turkey openly flouts the sanctions, the same Turkish military and intelligence officials who run protection rackets for heroin moving west will increase the arms moving east inside the travel cordons.
