There are a few questions that confuse me.
First, is it correct that the platform was in international waters?
If so, how can the Us government even regulate BP and or penalize them for acts that took place in international waters?
Perhaps one might stretch logic and forbid an American company from drilling anyplace in the world, but how can they regulate a foreign company in international waters?
How can the government shut down drilling or forbid future drilling in international waters?
Your question brings another question. What if BP said “To hell with you and your beaches. We’ll stop the leak whenever we get around to it.” Could Obama do anything about it other than talk tough?
