...can you please tell me who changed the powers of the commissioner and when it happened?

I admit that, not being on the inside of these things, I don't know all the historical details, but I do know that there was at least one major change in the administration of MLB that took place during the Selig era and that gave the commissar significantly more power than he had before. That would be the complete abolition of National and American Leagues as incorporated entities with their own by-laws and their own separate umpiring staffs, including the abolition of league presidents who presided over their respective leagues and made decisions on on-the-field controversies such as the one that occurred last night. That change occurred with little fanfare about ten years ago, and has made the now doddering and leftist ideologue Selig into even more of a despot within his own tightly controlled world, since checks and balances were removed.
