Lack of care sounds simple but its not. In this case its extreme abuse. So it is. But you're missing the point: it wasn't done by Pacheco, but by two employees specifically tasked with this. You can even argue that Pacheco stopped the abuse in the most effective way possible by alerting the authorities.

Sorry no, it was Pacheco's job to care for those animals. (whether there were others whose job it was too doesn't matter) That was his job. He didn't do it resulting in the horrible condition of the animals which he then videoed. It was a despicable thing to do.
