Don't believe any of it - this is their final foot in the door. Once the repeal is "activated," the effect will be immediate, with homosexuals fully acting themselves without fear of reprisal. This can't be undone, due to the homos acting "in good faith" with a law passed by Congress.

So we now have open homosexuals serving in the military, before the study is finished. Even if the results of the study reveal deleterious effects of allowing homosexuality to manifest itself in the armed forces, the ones who "came out" will not be required to go back "in." This will be their permanent foothold on the issue.
