At worst you'd expect an adjacent state, if it was more convienient, such as being closer, than the SSA office in your state. But No other state is convienient to Hawaii. But that would only be until they changed the referance point from the office that issued the card to the mailing address on the application. ('73) After then, you'd need to be living in that state. Unless BO didn't get his SSN until he went to Columbia, and then for some reason had a PO box in CT, or a friends address there. But the draft registration information has him using that SSN, in 1980, when he at Occidental college, and he would have needed "a" SSN when he went to work in Hawaii, supposedly for Baskin-Robbins.
