Not true. When draft registration was reinstated in 1980, they did a "catch up".
All male U.S. citizens born in 1960 were supposed to register the week of 21-26 July 1980. All those born in 1961 were supposed to register the following week, 28 July-2 August 1980. All those born in 1962 were supposed to register during the first week of January 1981. Since then, those born in 1963 and after have been supposed to register on a rolling basis, within 30 days of their 18th birthday.
Sure enough the registration form released show shows a date stamp of July 29, 1980, as the date it was turned in at the post office. Problems is, it also shows a date of July 30, 1980 as the date the from was filled out. Probably just another one of those little "means nothing" "errors" that keep cropping up in The Won's documentation.
