Put them in a big pen out in the desert

I've seen several jails in Mexico, and they are big pens in the desert.

Four tall walls with gun towers atop each corner, a small outside administration building, a few outside trees indicating the presence of water, and nothing but light poles visible over the walls.

Mexican prisons are inexpensive hellholes ...

I saw the one right outside of Mazatlan once as we drove by back in 1990.
