Somalias transitional government called on Russia on Friday to explain why it had cut 10 Somali pirates adrift in the Gulf on Aden without navigation equipment or much hope of survival.
Russian forces last week stormed a hijacked oil tanker in a rescue operation that killed one pirate. Russia said 10 others arrested were later set loose aboard one of the small vessels they used in the attack.
A military official said they were stripped of their weapons and navigation equipment. Russian media later quoted a military source saying the pirates were now likely dead.

My thought has been that pirates should be hung outboard like boat fenders prior to entering port.

I still like the hanging from the yardarms response best. And then sailing in front of Mogadishu harbor for extra effect. However, I guess casting them adrift with little hope of survival is not too bad.

Magnanimity does mean generosity so paying ransoms would fall into the category of supporting piracy.
Yes, employing the Seals certainly was a welcome exception to appeasing pirates by paying ransoms.
The four major clans; Darood, Hawiye, Dir, and Digil-Mirifle, must be taxing pirate income to keep their economy going.
Under international law and the old laws of the seas pirates can properly be summarily éxecuted upon capture. No trial needed. Method of execution at the discretion of the captors.
