Also, I just read today, that starter pistols have been banned as well. If you get caught with one, you get five years or more.

Starting pistols are not banned - one particular type of starting pistol is now to be treated as a handgun, because it can be converted into a functioning weapon quite easily, albeit a pretty lousy one (the Olympic .38BB).

This is the starting pistol that is now banned (or more precisely can only be owned if you have a particular licence that is almost impossible to get).
The reason for the ban is that these have been being sold in sporting goods shops for less than £100, and are converted to fire live ammunition pretty easily.
What you are left with is a pretty poor handgun, but it's become the 'gun of choice' among young gang members in England, because it was so cheap and easy to obtain.
Other starting pistols which can not be easily converted to a working gun remain legal.
